Philippines Establishes Quantum Research Lab for Energy Sector Applications

The Technological Institute of the Philippines (T.I.P.), a private higher education institution focused on engineering and technology, has opened a new quantum computing research facility aiming to address challenges in the country’s energy sector. The Quantum and Intelligent Systems Laboratory for Power Engineering (QISLaP), launched on March 21, 2025, will focus on developing hybrid quantum-classical models to improve energy demand forecasting, pricing, and supply management. The lab was established under the USD 314,000 (PHP 18 million) Quantum Research for Industrial Energy Technology (Q-RIEnTe) project, with support from the Department of Science and Technology’s Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD).

Located at T.I.P. Manila, the facility will be used for applied research by faculty, students, and external collaborators. Project leader Prof. Gerard Francesco Apolinario said the team aims to produce models that support more accurate predictions for electricity consumption and renewable energy output, such as wind and solar.

The lab’s launch builds on a national effort to expand capabilities in quantum computing. In December 2024, DOST’s Advanced Science and Technology Institute rolled out a training program under its Quantum Innovation Laboratory, introducing foundational quantum computing concepts to Filipino researchers.

The Philippine government views quantum computing as a strategic tool to strengthen energy resilience. While still in the early stages of adoption, sector-specific initiatives like QISLaP reflect growing public investment in emerging technologies to modernize energy infrastructure.
